Role

The Investment Service Advisor (ISA) is accountable for coordinating and supporting stakeholders in investment attraction and providing client service delivery excellence to key stakeholders: the Investment and Growth Community of Practice (CoP), and Team Alberta (TA). This position is key to providing a one-window point of contact for the GOA in support of Jobs, Economy and Innovation (JEI), other ministries, Invest Alberta Corporation (IAC), municipalities and other facilitators of investment, such as the Government of Canada, and Invest in Canada, in order to coordinate Investment Service Delivery, policies and cooperation mechanisms.

This position works in close cooperation with a wide variety of internal and external clients and partners on a municipal, provincial, national and international level to coordinate the attraction of business, jobs and capital to the province. Stakeholders, processes and models continue to evolve and the ISA will have to be flexible in this changing environment using their networks, skills, and knowledge and use them to deliver customized for information needed to secure investment. The role will establish, maintain, influence, and coordinate where appropriate, resources within and external to the ministry to bring to bear specific expertise required to advance investment in Alberta.

Role Continued..

1. Develop, coordinate and maintain internal stakeholder investment ecosystem Coordination: Investment and Growth Community of Practice (CoP).

  • Implement a GoA governance model to coordinate investment attraction activities across ministries and clearly define accountabilities for addressing barriers to investment and helping investors navigate government and regulatory processes.
  • Actively encourage continued commitment through developing personal relationships, providing coordination tools such as a dedicated SharePoint site, coordinating regular meetings, providing value-added learning, and providing analysis as needed to upper management or elected officials.

2. Develop, coordinate and maintain external stakeholder investment ecosystem coordination - Team Alberta (TA)

  • Implement a service delivery model that provides seamless end-to-end investment concierge service for investors across orders of government: federal, provincial, and municipal; and economic development or investment agencies.
  • Provide secretariat support to TA, which includes proactive strategic planning, researching and recommending initiatives of interest to group, developing agendas with suggestions from TA, take minutes during meetings and distribute minutes after meetings.

3. Develop, coordinate and maintain a high standard of communication and reporting.

  • Create, market and maintain SharePoint sites as required by the investment ecosystem, providing support for members as needed and showing initiative for constant improvement.
  • Communicate regularly with internal and external investment ecosystem partners to ensure that members and executive leaders have information necessary for decision making, and ensuring that inquiries that come to the system have responses within the established time frame standard.

4. Continuously develop and maintain a high level of competency in the area of Investment attraction and industry competitiveness.

  • Monitor industry trends; keep updated on industry decision makers, competitiveness, domestic and global investment trends, opportunities and barriers, policy issues, program development and regulatory challenges.
  • Research and maintain knowledge on best practices utilized by competing jurisdictions to promote investment, and influence the creation of new strategies based on best practices that will support investment attraction to Alberta.

5. Support the Unit with issues management, using current policies, procedures and processes to resolve issues.

  • Establish and maintain effective working relationships with branch, division and department staff to ensure strong working relationships and to gather intelligence for issue resolution.
  • Coordinate responses to requests for information including Action Request documents such as briefing notes, letters and emails, as well as additional ad hoc requests from department and Government colleagues and stakeholders.

Qualifications

University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below;

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

$2,683.10 – 3,507.0 bi-weekly. ($70,028 - $91,534 / year)
