General Accountability

Reporting to the Director – Talent Management, the incumbent is accountable for the management of staff and oversight of the large-scale, cyclical recruitment activities of the Transit Operator Program. The Manager responds to needs for large-volume sourcing, screening and hiring through process excellence, reduced time to hire cycles and targeted outreach activities. Managing to success will be reliant upon leading the team through dashboard reporting, results forecasting and risk management and working closely with other Operations’ stakeholders charged with operator planning, training and onboarding. The incumbent must thrive in a high accountability role where results and changing needs are a constant. The manager will be heavily engaged with targeted outreach and inclusive hiring results.

Key Job Functions

  • Contributes to the success of the Transit Operator Program by effectively supervising the team and establishing the priority of the deliverables.
  • Works and collaborates with Manager peers contributing to the overall management and leadership of the greater Talent Management as a Centre of Excellence
  • Consistently reviews established processes and adjusts accordingly to ensure the integrity of the Program.
  • Implements creative solutions to meet business workforce planning strategies.
  • Evaluates staff performance and makes recommendations regarding employee development, disciplinary and attendance issues, and other related matters.
  • Oversees the assessment of applicant resumes ensuring applicants are screened in according to established Program and demographic requirements.
  • Ensures documentation of new employees is completed in accordance with established standards.
  • Manages high volume competing Program demands and adjusts the needs accordingly.
  • Anticipates Program requirements and emerging issues through effective use of needs analysis and problem definition and problem solving.
  • Contributes to the success of the Program objectives by providing data collection, analysis of metrics reporting and program forecasting to build and adapt hiring solutions. Uses analytics and KPIs to deliver on established targets.
  • Focuses on building strong collaborative working relationships across multi-disciplinary teams
  • Demonstrates behaviors that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Helps to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.

Education and Experience

  • A completed University degree or College Diploma in a related discipline (Human Resources, Business Administration) with several years of progressively responsible experience in a related senior recruitment and selection role dealing with high-volume hiring; or experience deemed equivalent.
  • Previous experience in a unionized environment preferred.
  • Experience in budget planning is an asset.
  • A certified Human Resources Professional designation is an asset.

Additional Requirements

  • Requires comprehensive and demonstrated knowledge of recruitment and selection (full cycle) principles, concepts, trends, methods, techniques. procedures and practices.
  • Thorough knowledge of current employment legislation (Ontario Human Rights Code, Employment Standards Act, accommodation, diversity. etc.) as related to areas of responsibility.
  • Working knowledge of and understanding of TTC policies and provisions applicable to hiring and employment, i.e. Collective Agreements, Seniority Regulations, equal opportunity, etc.
  • Strong organizational and administrative skills; effective interviewing skills; well-developed analytical problem-solving, and interpersonal skills.
