As a Manager, Talent Management in the People and Equity Division, you will oversee a team of professionals in identifying, acquiring, assessing, and hiring candidates to meet the organizational needs.


 

What will you do?

Reporting to a Director, People Experience, you will perform the following major

responsibilities:

  • Develop and implement detailed plans and recommends policies regarding program specific requirements.
  • Lead, manage, motivate and train staff, ensuring effective teamwork, continuous learning and high standards of work quality, customer service and organizational performance. Supervise the day to day operation of all assigned staff including the scheduling, performance, assigning and reviewing of work, and disciplinary action when necessary Develop, recommend and administer the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Lead and drive talent management programs including Performance Management,
  • Success Management, Talent Assessment, Management Onboarding and Executive
  • Coaching.
  • Support the development and improvement of an effective talent management framework by working with the Director to identify the gaps in talent and getting the right talent onboard and helping them grow to their optimal capabilities aligned with the organization objectives.
  • Collaborate effectively with colleagues in other City divisions to understand and address divisions' unique needs. Coach and provide advice and guidance to divisions to plan and prepare a strategic career path for every employee and ensures they are provided with the appropriate tools.
  • Support the Director in the establishment of an effective onboarding program and opportunities to enhance skills, aptitude and proficiency, enabling staff to grow, develop and excel in their career journey. Identify individuals and ensure that leadership development transpires.
  • Provide leadership and work closely with the business relationship management area on various policies and programs. Act as an ambassador ensuring programs are utilized throughout the organization.
  • Ensure the seamless integration and alignment of the talent management framework programs with other programs across the organization, promoting and ensuring a positive and inclusive experience.
  • Develop staff throughout their talent lifecycle, providing learning programs for current and future needs of the organization to that feature soft skills learning in addition to hard skills training.
  • Evaluate and provide reports and recommendations regarding the effectiveness of the City's talent management strategies. Collect and analyze data, and develops, tracks and reports on key performance indicators on programs.
  • Well-informed of trends, strategies and tactics across other cities and corporations on talent management best practices and industry trends to improve identification, development and promotion of diverse talent, and leveraging best practices and an understanding of evolving trends to shape the talent strategy.
  • Seek out networking opportunities that promote talent management, new opportunities and partnerships.
  • Set clear, measurable goals by managing all activities of the Talent Management
  • Unit, and appropriate delegation of responsibilities. Provides direction and leadership to the Unit, ensuring that the team is engaged and collaborative.
  • Manage and participate in special projects, corporately and within People & Equity
  • Division.

What do you need to succeed?

  • Post-secondary education in a relevant discipline (Human Resources, Business Administration, Commerce) or an equivalent combination of education and experience in a Human Resources field.
  • Extensive management experience leading a learning and development function
  • Extensive experience leading, motivating and developing a team of staff, supporting and promoting an inclusive workplace culture.
  • Considerable experience in developing and managing all types of learning solutions with strong design principles.
  • Experience using engagement survey tools to identify areas of focus. Ability to manage multiple projects and timelines.
  • Ability to develop strategic plans for executives and tactical action points for the delivery team.
  • Demonstrated working knowledge in various organization development modules with specific focus on succession planning, leadership and talent development, and change management.
